POLICE CLEARANCE CERTIFICATE IN SAUDI ARABIA

The Police Clearance Certificate has been made mandatory for all expatriates leaving the Kingdom. The following 5 steps are required to obtain a PPC from the relevant authorities:

1. First step is to apply for endorsement letter in the embassy of your country. You will have to submit a copy of your iqama, pay a certain amount as fee along with the application for the letter of endorsement.
2.  Once you receive it, you will have to submit to MOFA with a copy of your iqama and passport. From here you will get a form, fill it and submit it there with a fee of SR 100, copies of your documents and letter of endorsement. (Note: all payments can be made online)
3. MOFA will attest the certificate for you. For this attestation you don’t have to get the letter translated into Arabic.
4. After you are done with your finger print scanning process, with the Government Relations officer of your company with you, take all your documents along with the attested letter of endorsement to a Police Station. They will give you an expected date when you can come and collect your Police Clearance Certificate from them.
5. Go to collect your PCC from police station 3 or 4 days later from the date given to you. Take it to MOFA and get it attested. For future ease, it is better to get it translated to English.

Please note, for all such documents it is essential that you make copies. Once you get your police clearance certificate, send it for translation from one of the approved translation companies.

Process to cancel exit visa

• Fill out an application form signed by your Kafeel.
• An attested letter from the Chamber of Commerce by your employer to Jawazat office requesting them to cancel your exit visa.

This visa is needed by every expat living in Saudi Arabia. Once the purpose of their visit has ended they will have to leave KSA. For this they need the exit visa. For other countries to allow you to come and work for them one of the mandatory requirements is to provide police clearance certificates from all the countries you have previously lived in. Final exit visa after expiry of iqama

There are chances that if your employer has not yet found a suitable replacement for you, he will withhold your final exit visa long after your iqama has expired. In such a scenario you will have to renew your iqama since you cannot get an exit visa without a valid iqama.

 Leave before exit visa expires

Once you have been issued a final exit visa it is suggested that you leave before it expires.  With an exit visa your iqama is not valid anymore. Overstaying can bring in serious consequences for you. The airport authority can detain you for months before you would be released to head back to your country.

Ways to enter Bahrain

• Bahrain gives on arrival visas too. So you can easily get one at the airport
• By road you pay for car insurance only

Types of visit visas issued by Bahrain:

• Application costs around BD2
• 3 day trip is of BD 10
• 7 day trip is of BD 15

The whole trip costs between BD12 to 17 (SR 120 to SR170) not including accommodation, food and travel costs.

General Instructions for on-arrival visit visa:

• Your Iqama , passport and exit/re-entry visa will be taken by authorities on Bahrain border
• The visa fee is paid on the border.
• The iqama should be issued for more than 6 months
• Iqamas validity should be more than 6 months
• Visa should be valid with expiry date at least 6 months away.
• Do not get a paid job while in Bahrain.
• Unlike UAE, anyone can travel to Bahrain regardless of Iqama profession. You just need to be able to support yourself and the dependents travelling with you.

To apply for on- arrival visit visas on Bahrain airport:

• You need your original iqama; not its copy.
• All the dependents must travel with their sponsor to be able to get the visa, the one under whose iqama they all are listed.
• Visa fee of BD15 is to be per head which is to be paid at the bank.
• It is a single entry visa.

Procedure:

• After paying visa fee for everyone travelling with you, also take the visa application forms from there. Take forms of every dependent that has a separate passport.
• Fill the forms.
• Go to the eye scanning counter.
• Move on to immigration counter .Hand them your iqama, application form, fee deposit receipt along with passports of everyone travelling.

If travelling by road you don’t need a visa

If you are travelling by road, you don’t need to pay for a visa. For a two week stay you can simply pay SR 25 for your car insurance at the Bahrain Border and enter Bahrain

Validity of e-visa

Once an e-visa is issued, you must travel within 30 days of its issuance. Once it expires, you will have to get it re-issued for you to travel again.

CHANGING PROFESSION ON IQAMA/MUQEEM

In case your current profession differs from that listed under your iqama it strongly advised that you change your profession under your Iqama / Muqeeem.

Why should you get your profession changed under your Iqama 

This is to save you from detention. The passport office conducts frequent raids in all the companies and anyone caught with such discrepancies is deported back to their homeland. For instance, if your residence permit say that your profession is electrical technician and you are sitting in the office. The Labor office will see this as a violation and will penalize both you and your sponsor. In such a case it is best to change profession as soon as possible. Can I change my profession to anything I want?

The profession you are shifting to should not be one of those professions reserved for Saudis only. This could get you in trouble in future. More importantly, in all cases you will be required to produce an atteted degree from the Saudi Embassy. So, the profession has to match you area of study.

Your profession shouldn't be engineer when you have studied business.

What are the documents required profession change in Iqama or Muqeem

Your degrees attested from Saudi Culture and Saudi Embassy in your Homeland. It might not be needed when carrying out this process online, but MOI can demand it from you anytime. So it’s better to keep the relevant attested degrees with you when going through this process and even after that.

Degree Attestation Process

To have your profession changed on your iqama / muqeem all your degrees must be attested.

Make sure the information on your degrees matches exactly to that on your passport and Iqama.

First step is to get two letters from your company containing your information like your name, joining date, current profession and desired profession you want to shift to. The letters request Saudi Culture and Saudi Embassy in your Homeland to attest your degrees.

The Saudi embassy might need the following documents too:

1. Copy of visa
2. Original passport
3. Copy of iqama
4. Original degrees

It is better to assign some friend to take these documents to embassy for you or you can hire an agent to do this for you. Once attested you can have the attested degrees sent back to you in KSA where you hand them over to your employer to move forward with having the profession changed on your iqama.

Charges for changing profession under your iqama / muqeem

This usually costs around SR1000. However, as per Saudi Labor Law, it is your employer who will have to pay this deposit not you. Register yourself with the Saudi Councils associated with your changed profession. For example if you are changing your profession to engineering, get registered with Saudi Council for Engineering etc.

Transfer of Sponsorship-Once you are in Saudi Arabia you become the responsibility of your employer. From paying for your first iqama until your exit visa for when you are leaving your job. It is always recommended to be on good terms with your kafeel/sponsor since without his approval you cannot exit KSA. It is for this reason it is not an easy task to shift your job in KSA. Since no employer is happy to let go off an employee and go through the whole recruitment process again. It is a matter of extreme delicacy and should be dealt with very carefully.

Transfer of sponsorship has become more routine in the last couple of years with new regulations implemented by the Saudi Ministry of Labor.

Transfer of sponsorship or Naqal Kafala

• It should be noted that you should not approach your current job with your notice letter until you have the job offer in hand from your new employer.
• As per Saudi law you need to give a notice of at least 30 days before resigning. Usually but not always the expiry of your iqama (residence permit) will coincide with your employment contract. So give your notice 30 days prior to iqama renewal.
• It always helps to get help from someone influential when talking to your current employer so that things do not go sour between you two and the matter can be resolved cordially. Keep it in mind that you are treading on dangerous waters here since one wrong move and you might end up with an exit visa. Also if you have been under your current employer’s employment for more than two years, on resignation you will be entitled to End of Service Benefits. To gain the most from it, try to handle it in the best way possible.
• If your current employer agrees to let you switch your job you will have to go to your new sponsor and ask him to enter a request for transfer or talab through the MOL website. Once this is done your current sponsor will accept the request and your transfer will be approved.
• Pay the fees for iqama transfer

Manual Transfer of Sponsorship

Manual method: Two letters of request are submitted to Jawazat office and labor office by your current sponsor allowing the change of sponsorship. Along with this the current sponsor will also have to accept the online request for transfer of sponsorship on MOL systems. This system is rarely accepted now.

Note: Do not ease back till your sponsorship has transferred completely. As per Saudi Laws your current employer can call a halt to the whole process even after issuing all these letters. If he goes back on his words for any reason within 5 days of commencement of process, the request will not be entertained by Saudi authorities.

When the process is completed your new employer will take your old iqama to the Jawazat and get a new iqama printout.

Who bears the charges for Iqama Transfer?

As per Saudi Law it is your new employer who is to handle the charges of the iqama transfer but this is not the case mostly. Your new employer would only pay charges equivalent to amount of first transfer i.e.SR2000. The rest would be on you.

For example, for second time iqama transfer the charges are SR4000.Your employer would only pay SR2000 and you will have to pay the rest. For the third iqama transfer you pay SR4000 and your employer his SR2000.

Is permission of current employer always needed for transfer of sponsorship?

No .There are instances where you do not need approval from your current employer before transferring sponsorship. In these cases you simply hand over your old iqama and passport to your new employer after serving the notice period with your current employer.

Current sponsor’s approval for transfer of sponsorship is not needed when:

• You current employer does not give you your iqama within three months of you arriving in KSA
• When your iqama is not renewed within one month of expiry
• When your sponsor is in Red or Yellow category

"Huroob Status on Iqama or Muqeem" is not something you want to get. It means your sponsor has reported to the relevant authorities, Ministry of Labor and Ministry of Interior that you have ran away from your place of work. Huroob literally means, "escape" or "Absconder" This would basically mean that you have dishonored your work contract. Understand that getting huroob status removed is not easy. Many may claim that they can get it removed for a certain amount of money. 1: How to Check Huroob Status?

(Updated: 31-March-2016: This method is now inconsistent and may give you mixed results while checking huroob status, it is best to use the second method.)

Firstly, confirm that you actually have  been put on huroob status, please note the methods below are not 100% accurate, to be sure you can get a computer print from Jawazat office.  However, these checks are strong indicators that your sponsor has put you on huroob status, follow these steps:

1. Go to the Ministry of Labor Website: MOL
2. Enter your Iqama / Muqeem Number in the second field, you should see "رقم الإقامة"

On the result screen if you get the following this is a strong sign that your Kafeel or company has placed your on Huroob. The screen should look like this:

Alternative method to check Huroob Status is through the Ministry of Interior Website:

1. Go to the Ministry of Interior Website: Ministry of Interior Huroob Status Check
2. Your page should read, "Public Query Available Funds" Under MOI Diwan
3. Enter your Iqama Number in the first box "Identity Number"
4. Enter the Image Code (Captcha)
5. Click "View"
6. If you get "Public Query Available Fund Failed, the ID is Invalid" there is strong indication that your employer has placed you on Huroob Status. 

Can Someone Remove Huroob?

The honest truth is that officially only your sponsor can remove the huroob status, that too within 20 days of the huroob being placed. So what to do if you find that your sponsor has placed a huroob on you? First, go talk to your sponsor, find out why he has placed the huroob status on you and how long it has been. If you can come up with a mutually beneficial outcome this would be best. However, if you feel your sponsor is being unreasonable your best course of action is to contact your consulate or Embassy.

Get your Consulate or Embassy involved. The Welfare Section will help in such cases.

Every government has a Welfare Section that is there to help you in case you find yourself in any legal issues. The Welfare Section will guide you and may even mediate between your sponsor and you. Many people will ask your for money to get the Huroob removed. Please note this is illegal and can get you into even more trouble. Secondly, if someone claims they can get the status changed always pay after removal + transfer of sponsorship (naqal kafala.)

If your sponsor has imposed an false huroob on you, you can get the huroob status cancelled and get transfer of sponsorship!

Huroob Status and What is Means for You

If it is confirmed that you are on Huroob and you can not mediate an accord with your sponsor (kafeel or company) then:

1. You are an illegal in Saudi Arabia
2. Your Iqama / Muqeem is invalidated
3. You cannot get work, take a transfer, or exit the country through regular means
4. You will be sent back home through Tarheel (Deportation Centers).
5. You can not come back to Saudi Arabia on a work visa for at least 5 years
6. You may be jailed for a period of time.
